Work looped fringe along this s c-row as follows: 1st row: Draw loop on hook out to measure about 1¾ inches (a long loop). Holding this loop with middle finger of right hand, insert hook in 1st s c and draw loop through; ch 1, draw loop on hook out to measure 1¾ inches (another long loop). Make 2 long loops in each s c across; turn. 2nd row: * (Insert hook in next loop and draw loop through) twice. Thread over and draw through all loops on hook. Repeat from * across. Fasten off, leaving yarn long enough to sew fringe in place. With wrong side of cap facing, double the fringe over toward frill and sew in place along s c-row at base of frill.

Work 1 row of s c around neck edge, holding it in to fit. Make a flat bow in center of ribbon; then make 3 knots at each side of bow, about 2 inches apart. Sew to cap, placing bow at center top. Make 2 loops at each side of cap, and trim ends of ribbon (see illustration).
